Rough-In and Finish Plumbing for Remodeling and New Construction

Whether you’re remodeling a bathroom, expanding a kitchen, or building a new home or business, Finished Plumbing provides complete plumbing system installations from start to finish. Our licensed Master Plumber coordinates with you and your contractors to ensure every line, pipe, and connection is installed correctly, safely, and to code.

The Underground or Groundwork

Before the walls go up (the Rough-in) and before the faucets are installed (the Finish), there is a critical first stage often called The Underground or The Groundwork.

Here is what Finished Plumbing & HVAC does when the house is still just a hole in the dirt or a gravel pad.

Pro-Tip: This is the best time for a homeowner to double-check their layout. If you decided you wanted the kitchen island sink moved three feet to the left, this is the only time to do it cheaply. Once the concrete slab is poured over the plumber's "groundwork," any change involves a jackhammer.

1. The Underground Rough-In (Slab Work)

This is the most labor-intensive part of the early phase. It happens after the foundation footings are poured but before the concrete slab is poured.

Drain & Waste Lines

The plumber lays the large pipes that will carry waste away from toilets, sinks, and showers. These must be sloped at a very specific angle—typically 1/4" inch per foot—to ensure gravity does its job.

Venting Stubs

They install the "sleeves" or pipes that will eventually connect to the vent stacks going through the roof.

Water Main Entry

They bring the primary water service line into the "mechanical room" area where the water heater and main shut-off will eventually live.

2. Main Service Connections (The "Taps")

Before the house can function, it has to be hooked up to the world. Plumbers coordinate the "Main Taps" to municipal or private utilities.

Sewer Tap

Connecting the home's main drain line to the city’s sewer main or the septic tank.

Water Tap

Connecting the home's service line to the city water meter or the well pump.

Gas Main

If the home uses natural gas, the plumber (or a specialized gas fitter) runs the exterior line from the meter location to the house.

3. Foundation & Basement Prep

If the home has a basement or is in an area with a high water table, the plumber handles the "pre-emptive" flood protection.

Sump Pit Installation:

Setting the "basin" into the ground that will eventually hold the sump pump.

Ejector Pit

If there's a bathroom in the basement, they install a special pit to "pump up" waste to the main sewer line, since gravity won't work for fixtures below ground level.

Exterior Perimeter Drains

Sometimes called "French Drains," these are often coordinated with the plumber to ensure water is directed away from the foundation.

When it’s time to close up the walls, you’ll know your plumbing system is solid, inspected, and ready for years of reliable service.

Summary of the "Phase 0" Timeline

Phase
What's happening on-site?
What is our plumber doing?
Excavation

Moving Dirt.

Locating utility lines and planning the "tab" locations.

Footings

Concrete is poured for walls.

Installing "sleeves" (holes in the concrete) for pipes to pass through later.

Underground

Gravel is spred.

Laying all the heavy-duty PVC and cast iron under the floors.

Inspection

The hole is open.

Pressure Testing: They plug the pipes and fill them with water/air to prove there are no leaks before they are buried forever.

Rough-In Plumbing – Building a solid foundation

Rough-in plumbing is the essential first step in any new plumbing system. It’s where we lay the groundwork before walls and ceilings are closed up — installing all the water supply lines, drainpipes, and vent pipes that will serve your fixtures later.

Think of it as setting the “bones” of your plumbing system. During this stage, we:

Install water and drain lines for sinks, toilets, tubs, and showers.

Ensure venting is properly configured for safe, efficient drainage.

Work closely with your contractor to keep everything on schedule.

Prepare precise connections for future fixtures and appliances.

When it’s time to close up the walls, you’ll know your plumbing system is solid, inspected, and ready for years of reliable service.

Finish Plumbing – Bringing It All Together

Once framing and drywall are complete, Finished Plumbing & HVAC is where everything comes to life. This stage is about precision, craftsmanship, and attention to detail — connecting your fixtures, appliances, and final plumbing components so everything works perfectly.

Our finish plumbing services include:

Installing sinks, toilets, tubs, showers, and faucets.

Connecting dishwashers, washing machines, and water heaters.

Hooking up water supply and drain lines installed during rough-in.

Testing the system for leaks and full functionality before project completion.

With Finished Plumbing & HVAC, your remodel or new build is completed with a level of quality and care that stands the test of time

Frequently Asked Questions

Do you provide plumbing for kitchen and bathroom remodels in the Northeast Metro?

Yes. We specialize in residential remodeling throughout White Bear Lake, North St. Paul, and the surrounding areas. Whether you are relocating a kitchen island, adding a basement bar, or gutting a master bathroom, our master plumbers ensure your new layout is functional, up to code, and built to last.

Can you handle the plumbing for a new home construction project?

Absolutely. We partner with homeowners and local builders on new construction projects across the Greater Twin Cities. From the initial underground rough-in to the final fixture installation, we provide the professional oversight and high-quality workmanship required for a smooth building process.

Do I need a permit for my plumbing remodel in Minnesota?

In most cases, yes. Any project that involves moving pipes or adding new fixtures requires a permit from your local municipality (such as Stillwater or Maple Grove). As licensed and bonded contractors, we handle the permitting process and ensure all work passes city inspections, giving you peace of mind and protecting your home's value.

Can you help me relocate my laundry room or add a basement bathroom?

Relocating plumbing or adding a "rough-in" for a basement bathroom is one of our specialties. We can assess your home’s existing stack and drainage system to determine the most efficient way to add new lines, including options for sewage ejector pumps if your new bathroom is below the main sewer line.

Do you work with general contractors or directly with homeowners?

We do both. We are happy to act as the primary plumbing contractor for a homeowner managing their own project, or we can work as a sub-contractor for a general contractor. Our goal is clear communication and staying on schedule so your project moves forward without delays.

What is the advantage of hiring a Master Plumber for new construction?

New construction and remodeling require a deep understanding of complex plumbing codes and structural integrity. Our Licensed Master Plumber brings years of hands-on experience to every job, ensuring that your "behind-the-wall" infrastructure is just as perfect as the finished fixtures you see.
